The required five-day berth closure for the Otter Bay Terminal life extension project has been confirmed for Tuesday, November 20 to Friday, November 24, 2026. Emergency and essential services will not be impacted, and dangerous good sailings will be revised to accommodate the closure and updated online. BC Ferries will work with commercial users to minimize disruptions.
Water-taxi service
During the closure, BC Ferries will be providing a foot-passenger water-taxi service between Otter Bay and Swartz Bay. Free parking and terminal assistance will be provided at both terminals.
The Pender Island landing area will be at the Otter Bay Marina.
The Swartz Bay landing area will be at BC Ferries’ Terminal Maintenance Float adjacent to Berth 1 (in front of the ticketing booth area).
The capacity will be 12 to 50 people (dependent on the water-taxi-size)
Additional space will be available to transport items such as bicycles, strollers, and mobility aids.
The water-taxi schedule is being finalized with the goal of matching the existing ferry schedule as closely as possible.
Travelling with pets
Pets will be welcome on the water taxi under the following conditions:
They fit on the owner’s lap or between their feet/legs on the floor.
Walkways remain clear and unobstructed for safety.
Pets are non-aggressive and under the owner’s control.
Passenger safety is top priority. The water-taxi operator reserves the right to refuse service if safety requirements are not met.
Community feedback and previous engagement
BC Ferries collaborated closely with the Otter Bay / Village Bay Project Feedback Group, formed at the beginning of these projects to offer community perspective and inform aspects of planning, design, and implementation. Members did their due diligence by actively reaching out to the users they represent to survey and collect feedback on alternative berth closure dates for consideration. Their efforts were instrumental in helping us identify closure dates that would best accommodate the community.
Broader comprehensive community engagement was completed before the project began, and the information collected during that process was used to further inform our decision on the revised closure timing. Results of this engagement can be found further down this page under Engagement Summary and Update.

BC Ferries has received a Notice of Delay from the contractor, impacting the planned berth closure from March 6 to March 10, 2026. Due to the timing and circumstances, the closure will now be postponed until fall 2026. This five-day closure is being rescheduled to allow for essential construction work, including off-site fabrication. Prioritizing safety, this change aims to complete the work efficiently in one closure, minimizing disruption to ferry services and the community. In the meantime, we will proceed with planned safety upgrades that will not affect service.
BC Ferries is currently developing a revised construction schedule and identifying the next feasible berth closure window. Preliminary discussions suggest the revised closure may occur in fall 2026 to avoid the peak traffic season and provide more opportunities for engagement with communities, partners, interest holders, and customers.
This update has been shared with the Project Feedback Group and emailed to our valued community interest holders. It is also shared via service notices, posters aboard vessels and in community spaces, digital screens at terminals and on vessels, social media channels, upcoming newspaper ads, and direct email.
We regret any inconvenience this delay may cause and sincerely appreciate your patience and understanding as we navigate these unforeseen circumstances. FEBRUARY 12, 2026 UPDATE
Note: Due to a delay in the new steel ramp fabrication for the Village Bay life extension project, the Berth 1 closure will be extended until March 18, 2026. As a result, the revised Southern Gulf Island (SGI) network sailing schedule will also remain in effect through March 18. We are committed to investing in the future of the essential service connecting Pender Island to Vancouver Island and other Southern Gulf Islands by making improvements to extend the life of the existing berth at Otter Bay Terminal. Construction will require some sailing cancellations, and berth closures, and we’re asking for your help in planning for these service disruptions.

Work is planned to begin in early 2026 and is expected to be complete by spring 2026, with a 5-day full berth closure and alternate services for the route planned in early-March 2026.
Work at Otter Bay will include upgrades to the vehicle ramp and various marine structures, as well as the electrical distribution system.
In order to complete the work, sailing cancellations and berth closures will be necessary. We've held early meetings with key stakeholders, including food suppliers, Island Health, and BC Hydro among others, to help us plan mitigations and lessen the impact of this work on the community. So far, this includes:
- Work planned during the off-peak travel period (January - May).
- Work stoppage over the holidays, to ensure holiday travel plans are not impacted.
- Most work will happen in-between sailings and overnight to minimize service disruptions.
- One 5-day berth closure will be required in February, with alternative foot passenger service available during this time.
We are in the early stages of planning for alternate service and want to hear from the community to help us shape our plans.
