Report on Engagement Results

There were two phases of online engagement for this terminal development plan: TDP Phase 3, to help identify key issues and opportunities for improvements at the terminal, and Phase 4 to gather feedback on draft concepts outlining potential future terminal improvements. Engagement for this TDP was undertaken between in February 2020 and April 2021.

Thank you to everyone who provided their feedback and ideas for improving the Sturdies Bay ferry terminal.

What we heard in the feedback included:

  • Pedestrian safety is a concern, with suggestions that included adding a passenger walkway around the terminal and safe passage across the roadway near the terminal while ferry users are driving to and from the terminal.

  • Ferry traffic safety concerns with traffic congestion, ferry traffic queueing on roadway blocking access to driveways/businesses.

  • Parking ensuring the same amount of parking, or adding new parking spaces.


Between March 15 and April 9, 2021, BC Ferries undertook draft concept engagement. This included seeking input on the proposed draft TDP concept which was divided into separate draft concepts for marine, roadway and uplands areas as follows:


Module 1 – Marine. Replace trestle with a 2-lane trestle, potential to widen in the future, and new waiting room. Washrooms moved upland.

Key themes of Module 1 feedback:

  • Create a wider walkway on the trestle, enhancing space and safety (minimizing foot passengers & traffic use of trestle during loading/unloading)
  • Further straighten the trestle approach to the berth and road to facilitate flows for large vehicle
  • Consider moving walkway and waiting shelter to west side of trestle for safer foot passenger flows (relocating CRD dock is a possibility)


Module 2 – Uplands. Improved circulation and stalls for drop-off/pick-up traffic, transfer traffic lane, new ticketing building with washrooms, covered area.

Key themes of Module 2 feedback:

  • Expand vehicle holding area
  • Improve safe passage areas for foot passengers accessing food vendor and/or beach
  • Add seating/table areas near food vendor and beach
  • Increase safety if adding thru lane for transfer traffic near the terminal and new washroom area as there will be more vehicle/pedestrian movements


Module 3 – Roadway. A roadway holding lane is added along Sturdies Bay Road near the terminal. Some on-road parking is converted to parallel from perpendicular due to space constraints.

Key themes of Module 3 feedback:

  • General support for on-road holding but not at expense of reduced on-road parking space
  • Maintain existing or add on-road parking spaces
  • Extend holding lane to better accommodate peak traffic times
  • Ensure future terminal improvements consider the environment, including minimizing impacts of lighting on neighbors, and replanting any trees/hedges that may have to be removed
