We are launching a process to design a new engagement model that better addresses the evolving needs of growing coastal communities, reflecting the importance of more effectively incorporating digital engagement.
Over the coming months we will collaborate with Ferry Advisory Committees (FAC), community residents, customers, local governments and MLAs, First Nations, and other interested and impacted groups to create an inclusive and responsive engagement model, which will replace the FACs and be in place May 2025.
We want to thank current and previous committee members for their contributions over the past 30-plus years. We are grateful for their commitment and service.
While this work takes place on the new engagement model, project-specific engagement will continue as usual. As always, customers can continue to provide feedback to Customer Relations directly online at www.bcferries.com/contact-us or via our Customer Service Centre by phone (1-888-223-3779).

The new marine structures and upgrades include a new steel ramp and concrete pontoon together with new supports for the ramp and pontoon plus upgrades to the existing floating lead. The new single lane ramp has an increased load limit of 63,500 kg.
It has certainly been six full months of dedicated effort by our contractor and project teams, and we also recognize it takes community and collaboration to make these projects truly successful. The teams have really enjoyed getting to know everyone while working on site, including Charlie and Finn, two local dogs who became our unofficial team members.
We also want to acknowledge Heiltsuk Nation for their collaboration and contributions to this project. It was one of the highlights of our team’s time on Denny Island having Elders from Heiltsuk Nation share their history and stories, creating a meaningful personal connection with our team.
As a result of this work, the berth at Shearwater Terminal will continue to provide safe and reliable essential service for many years to come.

Interesting Facts about the work:
- 100% of the steel fabrication was on Vancouver Island in Cowichan Bay
- The floating concrete pontoon was fabricated in Campbell River and then floated to the site allowing for precise construction and reduce the risk of delays the project
- 410 tonnes is the total amount of steel which went into the project for the pontoon, ramp and piles

Over the past 6 months our teams have been working hard to restore regular service for Denny Islanders and those travelling on the route with the new marine structures and terminal upgrades. This month you would have seen work being done at the terminal on the installation of several key components with the final piling installation expected to be completed this week. Once this work is completed, the contractor will install the ramp and pontoon, including the grating platform for vehicle and pedestrian access, which will mark the end of the construction phase.
The final step in the project, before welcoming our customers back to the terminal, will be a berth vessel fit which is scheduled for the first week of October and regular service expected to begin the second week of October.
We understand this has been a long wait for many of our customers and the Denny Island Community, and we appreciate the continued patience as our teams completed the necessary work to the Shearwater Terminal.

Over the last month, work took place to prepare for the installation of key elements for the terminal upgrade including the new ramp, pontoon, and floating lead extensions. The work being done off-site included fabrication and painting as well as the delivery and splicing (welding the pieces together) of mooring piles. These items are expected to be on site the first week of September and the casting of the concrete pontoon is scheduled to be floated to the site mid-September.
In September the work will be back on site focusing on the installation of several of these components including:
- Abutment piles and box beam installation, which serves as the main ramp support structure on the shore
- Pontoon (docking platform), ramp and floating lead pile installations, which are essential to guide the vessels as they come in to dock
- Ramp grating and transition apron installation, ensuring a safe surface for vehicles and passengers

Starting this July, you can expect to see updates on our accomplishments of each stage of the project work as well as what to expect next in the coming months.
July's project update
As we wrap up our work for July, our team has had a successful month, making significant progress on the project. Over the past four weeks, we focused on preparing the terminal including the successful removal of the existing marine assets. Additionally, we have completed the planned uplands work, including the installation of a new concrete ballast wall and upland grading.
Next steps
Looking ahead to August, you won't see our project teams working directly at the terminal, but rest assured they will be hard at work as they prepare for the installation of the new ramp, pontoon, and floating lead extensions that are currently being fabricated off-site. Once complete, the installation of these assets are scheduled to begin in September and expected to take approximately seven weeks.

BC Ferries is fortunate to be able to work with 13 Ferry Advisory Committees (FAC) located in communities up and down the coast of British Columbia. These committees are typically made up of 8-12 volunteer members who represent the ferry-dependent communities we serve. Ferry Advisory Committees play a fundamental role in facilitating information sharing between communities and BC Ferries. The committees provide important advice and insight that helps inform day-to-day operations, terminal and vessel improvements, schedule changes, and other initiatives.
