In January 2020, our Terminal Development team along with key staff from across BC Ferries began creating a Terminal Development Plan (TDP) for the Earls Cove terminal. The TDP is an important planning document that lays out a long-term vision for future terminal upgrades.






Developing a TDP is a highly collaborative process, and involves working with staff, stakeholders, communities and First Nations to:

  • Identify key issues and opportunities
  • Develop conceptual options for the terminal
  • Refine and identify a preferred concept(s) to guide future upgrades

Current status: The Terminal Development Plan has been refined and the preferred concept has been included in the plan. Please read below for further details.

    Earls Cove Draft Terminal Concept 1 

    One of two potential terminal concepts to guide the 25-year vision for the Earls Cove terminal. This concept offers the following key features:

    • New waiting room & washroom building to replace buildings at end of life
    • New through lane for traffic to drop-off / pick-up / parking to improve traffic flow and safety
    • New bus bay (suitable for one large bus or two small community buses) to facilitate future transit connections to the terminal
    • In longer term a new berth with two lane ramp and merge lane to accommodate double lane offloading and improve efficiency

    Earls Cove Draft Terminal Concept 2

    The second of two potential concepts to guide the 25-year vision for the Earls Cove terminal. This concept has the following key features:

    • New waiting room & washroom on greenspace & close to the berth to replace end-of-life building
    • New through lane for traffic to drop-off / pick-up / parking to improve traffic flow and safety
    • New bus bay (suitable for one large bus or two small community buses) to facilitate future transit connections to the terminal
    • Landscaped area between the washroom building and holding lanes to improve customer experience
    • Removal of truck holding from the outside lane to make access to the industrial lot safer
    • In longer term, a new berth with two lane ramp, and merge lane to improve operational efficiency

    Draft Holding Lane Concept

    This concept outlines potential changes to the holding lanes at the Earls Cove terminal to increase holding capacity for peak times and improve safety and access for nearby residents. This concept has the following key features:

    • New holding lane on north side of highway without increasing footprint 
    • Re-striping of holding lanes
    • Signage and marking improvements to ensure traffic keeps clear of nearby driveways

    We are proposing to amend the OCP Land Use and the Bylaw zoning of the Earls Cove ferry terminal to 'marine transportation' to reflect the fact that the land is being used as a ferry terminal today.
