In May 2020, our Terminal Development team along with key staff from across BC Ferries began creating a Terminal Development Plan (TDP) for the Snug Cove terminal. The TDP is an important planning document that lays out a long-term vision for future terminal upgrades.
Developing a TDP is a highly collaborative process, and involves working with staff, stakeholders, communities and First Nations to:
Identify key issues and opportunities
Develop conceptual options for the terminal
Refine and identify a preferred concept(s) to guide future upgrades

Draft Terminal Concept Key Features
Near-term features:
Expanded outdoor waiting area for foot passengers, including infill between waiting area and public dock
New washroom / waiting room building
Covered bike / scooter parking
Outdoor seating and landscaping
Vehicle holding lane extended closer to berth, with reserved emergency vehicle staging
Multi-jurisdictional considerations:
Enhanced lane safety for reversible loading/unloading lane

The multi-use path proposed by Bowen Island Municipality will improve pedestrian flow and comfort to/from the terminal and the Cardena Road bus stop, including more comfortable movement for those with mobility aid
Through Phase 3 engagement, we heard a desire to have buses drop-off and pick-up passengers closer to the terminal than they do today. As part of our concept development, we tested a number of options for allowing transit closer to the berth. The limited space available at the terminal presented significant challenges. We found we must either widen into the hillside, or create costly over-water area to give buses the room they need to turn around, to avoid conflict between buses and pedestrian traffic, and to avoid conflict between buses and vehicle traffic while loading and unloading.
We tested many potential options for allowing transit closer to the berth, examples of different concepts we tested include:
At this time, our concept does not show transit stalls close to the terminal due to the significant challenges present. However, Bowen Island Municipality, Translink, Coast Mountain Bus Company, and BC Ferries will continue to discuss options for improving transit access at the terminal as we go forward.
